Every nurse who treats patients in Dubai needs a license from the Dubai Health Authority, known as DHA. What DHA asks for sits in one national document, the Unified Healthcare Professional Qualification Requirements, or PQR.

The PQR is not a Dubai rulebook. MOHAP, DHA, Abu Dhabi’s Department of Health, and Sharjah Health Authority all license against it. So the qualification and experience bar for a nurse barely moves between emirates, even though the portals and fees do.

One point is worth settling first. If the job is inside Dubai Healthcare City, you still apply to DHA. The free zone no longer licenses healthcare professionals itself, and plenty of published guidance still says otherwise.

What follows covers the nurse’s route in order: the titles DHA recognizes, the documents, verification, the exam, the fees in AED, and the timeline. It also covers the employer’s half, because a nurse cannot switch on their own license.

Which authority licenses a nurse in Dubai?

DHA licenses every nurse practicing anywhere in the emirate of Dubai. That covers mainland practices and the free zone, and it is the whole answer for anyone whose job is in Dubai.

The confusion comes from the other emirates, which run their own regulators. A DHA license is permission to practice in Dubai, and it stops at the emirate border. Your employer’s address decides which authority you apply to, not where you live.

Mainland Dubai and Dubai Healthcare City (DHCC)

A nurse working inside Dubai Healthcare City applies to DHA, the same as a nurse on the mainland. DHCC’s own professional licensing page states that DHA manages all healthcare professional licensing in the free zone, and links to DHA’s services.

Most guidance on the subject has not caught up. Older articles describe a separate application to the free zone regulator, Dubai Healthcare City Authority – Regulatory. Some describe converting a DHA license into a DHCC one.

The mainland and free-zone split has not disappeared. It moved. The free zone regulator still licenses the business, issuing a commercial license and a clinical operating permit under its own rules. The nurse standing in that business is licensed by DHA.

MOHAP, DoH, and licensing outside Dubai

Outside Dubai, two other regulators license nurses. The Ministry of Health and Prevention, MOHAP, covers the northern emirates. Abu Dhabi is licensed by its Department of Health, DoH, which older material still calls HAAD.

Moving between authorities does not mean starting over. The PQR sets out licensure recognition, so a valid license from one authority can exempt you from another’s exam. You still need a current Good Standing Certificate and a full verification report.

Recognition has one limit that catches people out. The new authority grants you the same title you already held. You cannot use the move to step up to a higher title unless you separately meet the PQR requirements for it.

DHA nursing license requirements every applicant must meet

Some DHA nursing license requirements apply to every applicant, whatever title you are going for. They are the base layer, and a file that fails one of them will not reach the exam stage.

• An accredited nursing qualification. It must come from a recognized nursing college or university. For UAE graduates, the Ministry of Education has to have accredited both the program and the university.
• A qualification earned in person. Honorary, correspondence and distance-learning awards do not count toward the PQR at all.
• A degree of the right length. Where the title calls for a bachelor’s, it must be a minimum of three years of full-time study.
• A current license to practice. You need valid registration in your home country, your country of last employment, or both where each applies.
• A Good Standing Certificate. It must be no older than six months when you apply, and it has to cover the experience your title requires.
• Basic Life Support certification. BLS is the floor, and some scopes of practice call for more than that.
• An academic transcript. DHA reads it during credentialing to work out which disciplines your training actually covered.

Two of those carry conditions that are easy to miss. A regulator will not issue a Good Standing Certificate until you have completed three months of clinical work from the date your license was issued. Newly registered nurses often hit that wall first.

The second is what counts as experience. It has to be hands-on clinical work performed as a licensed professional during salaried or contracted employment. Teaching and other non-clinical roles are not counted, however long you did them.

English proficiency is a conditional requirement rather than a universal one. You need evidence of it if you did not study in English, or if your license comes from a country that is not English speaking. Any one of these clears it.

• TOEFL, a score of at least 500.
• IELTS, a score of at least 5.0.
• Occupational English Test, grade C or above.
• Cambridge Assessment English, a score of at least 169.

Nurse titles the PQR recognizes, and what each one requires

DHA does not issue one generic nursing license. It licenses you into a named title, and the title sets both the qualification you need and the experience DHA expects. Picking the wrong one is a common reason a file comes back.

The registered nurse row has a second route worth knowing about. A nursing degree of at least two years also qualifies. It has to come alongside RN registration from Australia, Canada, Ireland, New Zealand, South Africa, the UK or the USA.

Specialty nurse is a title, and specialization privileges are something else. DHA can add privileges to an existing license for a nurse with at least four years of experience in a recognized specialty. The recognized specialties are set out in the PQR.

• Certified anesthesia nurse and critical care nurse.
• Emergency nurse and neonatal nurse.
• Pediatric nurse and mental health nurse.
• Oncology nurse and dialysis nurse.
• Infection control nurse, community nurse and home care nurse.

Assistant grades come with a scope limit rather than a shorter checklist. Assistant nurses and assistant midwives cannot work independently under the PQR. They practice under a registered nurse or a registered midwife, and your employer has to staff for that.

There is also a route out of the assistant grade. A nurse who holds a bachelor’s degree but was licensed as an assistant nurse can apply to upgrade the title. The window closes once that assistant experience passes five years.

Do nurses need two years of experience for a DHA license?

No, not for the registered nurse and assistant nurse titles, provided your clinical practice has been continuous. The PQR lists no experience requirement for either title, which is why so much recent coverage announces that fresh graduates can now apply.

That headline carries an asterisk. The waiver is conditional on the discontinuity of practice criteria. A break in clinical work brings the requirement back, in the form of credits and supervised training.

Two consequences follow from that table. Training has to be done in a practice setting the authorities approve, so you cannot arrange it informally. And a non-UAE national with a break of more than five years generally cannot apply at all.

The second consequence is sharper. Anyone completing gap requirements has to sit the licensure exam, even holding an exemption that would otherwise excuse them. Exam equivalency does not survive a break in practice.

Some applicants skip the exam entirely. Nurses and midwives licensed in one of twenty listed countries are exempt, on one of two conditions. Either the qualification was earned within the last two years, or there has been no break since your last working day.

The list runs Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Iceland and Ireland. It continues with Luxembourg, the Netherlands, New Zealand, Norway, Singapore, South Africa, Sweden, Switzerland, the UK and the USA. Nurses from elsewhere sit the exam.

Two groups sit outside all of this. UAE nationals and children of Emirati women are exempt from the experience requirement, the clinical training requirement, and the authority examinations.

How to get a DHA license for nurses, step by step

Knowing how to get a DHA license for nurses is mostly a matter of sequence. Five stages run in a fixed order, and the last one belongs to your employer rather than to you.

Step 1: Check eligibility with the Sheryan self-assessment

Sheryan is DHA’s licensing portal, and it carries a free self-assessment tool. Run it before you spend money anywhere else. It scores your qualification, your experience and any break in practice against the title you want.

Step 2: DataFlow primary source verification

Primary source verification means DataFlow contacts the institutions that issued your documents and confirms them directly. Your degree, your license, your Good Standing Certificate and your experience letters all get checked at source.

DataFlow for DHA applicants runs through its own gateway, and the published turnaround is shorter than most guidance suggests. The standard package carries an average expected turnaround of 15 working days, with exceptions where an issuing authority does not respond.

Most articles quote 30 to 60 working days instead. Each number describes a different case. The contracted 15 days assumes a clean file, while the longer estimates fold in the delays that come from insufficiency requests and slow institutions.

Insufficiency requests are the part you control. DataFlow asks you for missing or unclear material, and answering slowly stretches the whole application. Leave one long enough and the case can close as unable to verify.

The DHA exam for nurses is a computer-based test delivered through Prometric test centers, so you can sit it without traveling to Dubai. Applicants who qualify for exam equivalency skip this stage.

You get three attempts at it across the UAE authorities, not three per authority. Fail three times with one regulator and you may be granted a single final attempt at a different one. You also have to declare your previous attempts.

Every examination is conducted in English, and no translator is permitted in an oral assessment. Depending on the title, the format can extend beyond a written paper to an oral exam or a structured clinical examination.

One caution on the numbers you will see quoted. Coaching sites state a question count and a pass mark, commonly between 50 and 70 percent, and they disagree with each other. Neither figure appears in the published PQR, so treat both as estimates.

Step 4: Get Registered and your DHA eligibility letter

With verification complete and the exam passed, you submit the Get Registered application in Sheryan. Clearing it puts you in the Dubai Medical Registry and produces a DHA eligibility letter confirming you meet the requirements for your title.

Registration is not yet a license to treat anyone. It confirms you are eligible to be employed as a nurse in Dubai, and it holds for one year. No further step happens until a practice hires you.

Step 5: Activation by a DHA-licensed employer

License activation is a facility-side service in Sheryan, which means you cannot trigger it yourself. The DHA-licensed practice that hires you submits it against your registration, and your license becomes active when they do.

That one-year registration window is the risk in this stage. Let it expire without an employer activating it and you are not renewing something. You are going back to the start of the application.

Around activation sit the immigration steps: a medical fitness test, a residence visa and an Emirates ID, usually sponsored by the employer. These run on their own clock and are worth asking your future employer to sequence for you.

DHA license cost for nurses: What each stage adds

The DHA license cost for nurses is not one payment. It is five or six smaller ones, spread across Sheryan, DataFlow and Prometric, and split between you and your employer.

Be careful with any figure you read, including the ones below. DHA publishes its fees inside Sheryan rather than on a public price list, and the amounts quoted around the web contradict each other. Treat the table as a budgeting guide.

A nurse’s own outlay usually lands between AED 2,200 and AED 3,500. Extra documents in the DataFlow set, attestation, and certified translations push it higher, and each additional document carries its own charge.

Many employers reimburse some of this, and some pay the verification fee up front. It is a fair question to raise during hiring, since activation is already their cost rather than yours.

How long the process takes, and how long the license lasts

Budget three to six months from first upload to an active license. Verification is the long pole, and the exam booking and the job search add most of the rest.

A clean file can move much faster. The self-assessment is instant, verification is contracted at an average of 15 working days, and Prometric slots depend on availability at your nearest center. Delay concentrates in documents nobody chased.

Once issued, a DHA license runs for one year. So does the registration that precedes it, which is the deadline that actually bites while you are looking for work.

Renewing a DHA nursing license

Renewal is annual and runs through Sheryan. The requirement that needs planning is continuing education. Nurses must hold a minimum of 20 CME or CPD credits a year, relevant to their field of practice.

Collect them through the year rather than in the last month. Credits earned outside your specialty may not be accepted, and a lapsed license means no practicing until it is restored.

What a Dubai practice must do before a nurse can treat patients

A newly registered nurse cannot start work on their own paperwork, which makes the employer’s tasks part of the hiring timeline. Three of them sit on the practice rather than the nurse.

• Submit the activation. Activate Professional License is a facility service in Sheryan, filed against the nurse’s registration.
• Staff for the title. An assistant nurse cannot practice independently, so a registered nurse or midwife has to be rostered to supervise.
• Match duties to the licensed title. Privileges follow the title on the license, and a specialty is added to it rather than assumed.

Timing is what needs planning. A candidate holding registration that expires in two months is on a tighter clock than their start date suggests. The practice carries the consequence of missing it.
